Tieto on salassapitosäännön alainen, jos se perustuu alle 10 kokoaikaisen ja täysipalkkaisen palkansaajan tietoihin, tai jos tieto perustuu alle kolmen viraston tietoihin, tai jos yksi virasto kattaa tiedon palkansaajista yli 90 prosenttia.
