Valitsijayhdistyksen yhden ehdokkaan asettamiseksi voi perustaa vähintään 10 asianomaisessa kunnassa äänioikeutettua
henkilöä. Oikeusministeriön asetuksella määrätyissä pienemmissä kunnissa valitsijayhdistyksen voi kuitenkin perustaa
vähintään viisi tai vähintään kolme äänioikeutettua. Valitsijayhdistykset voivat puolestaan muodostaa yhteislistoja,
joissa kussakin voi olla enintään valittavien valtuutettujen puolitoistakertainen määrä ehdokkaita.
