The data collection for the Household Budget Survey has been revised for 2022 to correspond to the COICOP2018 classification. Additionally, some adjustments have been made to the data collection process to improve the fluency of the interviews and address shortcomings. Key changes for the year 2022 include: - The consumption expenditure for clothing and footwear (group 03) has grown considerably. The increase is mainly due to a change in the data collection method. Clothing and footwear (group 03) were included in the interview for the first time instead of collecting receipt data. The data for previous years have been found to have under-coverage, and the data for 2022 correspond better with the real situation. - There is a significant decrease in the consumption expenditure for transport (group 07) especially within sub-group 07.2.3 Maintenance and repair of personal transport equipment. This is mainly due to a change in the data collection method. - The increase in the consumption expenditure for insurance and financial services (group 12) is largely explained by the fact that fees for financial services (12.2) have been inquired to a greater extent than previous years due to the COICOP classification reform. -The data for education (10-group) does not include the early childhood education fees for Åland, as the data is derived from the Finnish National Agency for Educations Varda database, which does not include data for Åland. -04.4.3 Sewage collection is classified separately in 2022, having previously been considered as part of group 04.4.1 Water supply. The data are comparable to previous years by either summarizing these groups together or by looking at the higher-level category 04.4 Water supply and miscellaneous services relating to the dwelling. Income and consumption expenditure calculated per consumption unit can be used to compare households of different sizes and structures with each other. There are several different ways of calculating consumption units. From 2002, the income distribution statistics and Household Budget Survey have used the OECD's adjusted consumption unit scale recommended by Eurostat, the Statistical Office of the European Union, where
- the first adult of the household receives the weight 1
- other over 13-year-olds receive the weight 0.5
- children receive the weight 0.3 (0 to 13-year-olds)
Current prices express amounts in EUR at the time of the survey. Year 2022 prices have been calculated using the conversion coefficients derived from the Consumer Price Index at the most accurate level possible in accordance with the COICOP2018 classification.
