When comparing data from different points in time, it should be noted that some of the changes may result from checks made in the register, changes in the processing of statistical data, or differences in data collection methods used in earlier years. Starting from the statistical year 2025, the main data source for the statistics was transferred from the Digital and Population Data Services Agency to the Finnish Environment Institute (Syke). At the same time, the production process of the statistics was renewed at Statistics Finland. These changes may partly explain the differences observed in the statistics between different years. For example, corrections to the year of construction also affect the age structure of the building stock, and changes in the intended use of buildings should be taken into account when examining, for example, annual changes. In the source material, Syke categorizes the intended use of the building in a way that deviates from the classification made by the municipal building supervision. For example, some of the buildings in Building Class 11 Civil Engineering buildings have been classified for data protection reasons so that the correct class of use is not known at Statistics Finland. This has an impact on the number and volume of buildings in Class 11 of the Building Classification and therefore the data are not comparable with previously published data. The statistics are mainly based on Syke’s building data, which include information on heating systems. The data are collected during the construction phase and in connection with renovations that require a building permit. Information on changes in heating systems may not always be entered in the register, as such changes may require at most an action permit. The statistics use the most recent regional division. Classification of Buildings 2018

The intended use of a building is determined according to the purpose for which the largest part of the gross floor area of the building is used. The classification of the intended use of buildings is given in Statistics Finland's Handbook Classification of Buildings 2018.

Information

Buildings

The building stock data describes the active building stock, meaning that demolished and destroyed buildings are removed from the data. Buildings that have been unoccupied for an extended period are also excluded from the building stock data. However, they are reinstated in the building stock if they are returned to residential use and become inhabited again.
The building stock data also excludes, among other things, buildings used for agricultural production as well as sauna and utility buildings, which are included instead in the new construction data.
