Data in euros are given in the value of the latest statistical year.
Consumption units: Eurostat's equivalence scale (1.0 - 0.5 - 0.3). These statistics apply the regional division of 1 January 2025 to the whole time series. Data for merged municipalities have been combined. Partial municipal mergers have not been taken into account in the years preceding the merger. The partial merger of Sipoo with Helsinki in 2009 has been taken into account in this table starting from 2008. Due to revisions to income concepts the figures for 1995 to 2009 and 2010 onwards are not fully comparable with each other. The table data have been calculated based on total data and they cannot be compared with the sample-based data on low income (see the concepts and definitions and the quality description of income distribution statistics). Figures on children at risk of poverty are published only from 2010 onwards and on persistent risk of poverty from 2013 onwards. The income concept is not fully comparable prior to 2009 concerning child support and child maintenance allowance paid by the Social Insurance Institution. In this respect, the change to the income concept has an impact especially on the comparability over time of the at-risk-of-poverty rate of children, but it does not significantly impact the risk of poverty in the total population. Dwelling population, persons. The dwelling population comprises those persons who resided permanently in dwellings on 31 December.

Personal disposable cash income, adults, median

The median disposable monetary income of the adult population (18 and above)

Disposable cash income per consumption unit, median

Equivalent income, which is the disposable monetary income of a dwelling unit (or economic household) divided by consumption units (Eurostat scale). When the statistical unit is a person, equivalent income describes the level of a person's economic well-being more broadly than personal income.

Gini coefficient, disposable cash income

Gini coefficient calculated among individuals based on the disposable income of the household per consumption unit (equivalent income). Each member of the same household receives the same equivalent income.

Number of persons at risk of poverty (threshold 60 of median income)

Persons at risk of poverty are considered those whose household's disposable money income per consumption unit (so-called equivalent income) is lower than 60 per cent of the equivalent median money income of all households.

At risk of poverty rate (threshold 60 % of median)

Low-income individuals are those whose household's available cash income per consumption unit (so-called equivalent cash income) is less than 60 percent of the median available cash income of all households' equivalents. The proportion of the population falling below this income threshold is referred to as the low-income rate. The monetary threshold for low income varies annually. This definition is based on recommendations from Eurostat, the statistical office of the European Union.

Persistently low-income individuals are those who are low-income in the statistical year as well as for at least two of the preceding three years.

At risk of poverty rate ((threshold anchored to 60 % of 2019 median)

A fixed low-income threshold refers to a monetary low-income threshold that does not change annually (only the change in the value of money is taken into account). Usually, the relative low-income threshold changes in monetary terms annually, if the median income of the entire population changes.
