Persons living in low income households, households that experience severe material deprivation or households with low work intensity are considered being at risk of poverty or social exclusion (see: concepts). The reference period for the AROPE indicator is the income reference year. The sub-components low income and low work intensity refer to the income reference year whereas severe material deprivation refers to the data collection year (income reference period + 1). Eurostat publishes data concerning risk of poverty or social exclusion by data collection period.

In the regional classification, other large university cities are Jyväskylä, Kuopio, Oulu, Tampere and Turku. Other municipalities are divided into urban, semi-urban and rural municipalities based on the statistical grouping of municipalities.
