A fixed at-risk-of-poverty threshold refers to an at-risk-of-poverty threshold in euros, which does not change annually. Usually, the relative at-risk-of-poverty threshold (for example, 60% of the median) changes in euros annually if the median income of the whole population changes. With the fixed at-risk-of-poverty threshold the at-risk-of-poverty threshold of a given year is kept constant in euros from one year to another (only changes in the value of money are taken into account).
